No income (jointly) – can we afford the cost of bankruptcy

My husband and I are at 0$ income. Collectors abound and we want to declare bankruptcy. Can we afford bankruptcy counselling if we have no income? Our total debt is 8,000$ and we are unable to afford car insurance and we are loosing our basic services like phone. What are our options?
